Senate Bill 375 Greg Moyer's Law

On May 13, 2026, Pennsylvania took a major step forward in protecting students and school communities when Governor Josh Shapiro signed Senate Bill 375 into law as Act 17 of 2026. The legislation, referred to as Greg Moyer’s Law, strengthens Automated External Defibrillator (AED) requirements and emergency preparedness in schools across the Commonwealth. 

Why SB 375 Matters

Sudden cardiac arrest can happen without warning and remains one of the leading causes of death among young athletes. Survival rates increase dramatically when CPR is started immediately and an AED is available within the first few minutes of collapse. SB 375 was designed to improve access to life saving equipment and ensure schools are prepared to respond when every second counts. 

Key Provisions of the Law

The new law:

  • Establishes a statewide AED program for schools.
  • Requires AED availability at school athletic events and practices.
  • Strengthens CPR and AED education requirements.
  • Requires schools to develop and practice emergency action plans for cardiac emergencies.
  • Expands support through school safety and security initiatives.

The legislation was inspired by the memory of Greg Moyer, a student-athlete who died from sudden cardiac arrest during a high school basketball game. His family’s advocacy helped drive years of effort to improve emergency preparedness in Pennsylvania schools.

  • Staff CPR and AED training.
  • Emergency response procedures.
  • Regular practice drills for cardiac emergencies.

Having an AED on-site is important, but ensuring staff know how to recognize cardiac arrest, begin CPR, and use an AED effectively is what truly saves lives.
